The following is a suggested “safety plan” as requested by the Idaho Department Of Correction in regards to Steven Stiller’s [sic] request to move back home with his family. This plan was developed by Valley Treatment Specialties LLC, with Mr. and Mrs. Sitler involved. . . .

During his weekly check in time for the offender group I lead for Valley Treatment Specialists, Mr. Sitler reported that he had masturbated on two occasions during the previous week. When asked for more detail about the circumstances and fantasies he experienced during his masturbation he reported that he had been looking in a neighbor’s window with his binoculars. . .

On September 26, 2005, Mr. Sitler was sentenced to a retained jurisdiction for the crime of Lewd Conduct with a Minor.

We understand that the court wishes to retain jurisdiction for another one hundred and eighty (180) days. However, in order to deal with the apparent jurisdictional issue, it appears that the court should either amend its order to include a finding that extenuating circumstance did exist for a thirty (30) day extension. . . .
